The .cfg file is a text data file, that contains performance and behavior values for each vehicle such as the vehicles, mass, suspension, and other things.
This file can be opened with almost, any word editor. To save changes you must shut the game down, (if it is running), and then restart it. (There is a tool made which lets, you edit it while the game is running); see below.

B fMass Mass of the vehicle in kilograms.
C fTurnMass The vehicle's turn mass. Used to calculate motion effects.
D fDragMult Changes resistance to movement.
F CentreOfMass.x Distance from the center of the car in meters to the right for the center of mass.
G CentreOfMass.y Distance from the center of the car in meters forwards for the center of mass.
H CentreOfMass.z Distance from the center of the car in meters upwards for the center of mass.
I nPercentSubmerged Percentage of the vehicle height required to be submerged for the car to float.
J fTractionMultiplier Cornering grip of the vehicle as a multiplier of the tire surface friction.
K fTractionLoss Accelerating/braking grip of the vehicle as a multiplier of the tire surface friction.
L fTractionBias Ratio of front axle grip to rear axle grip; higher value shifts grip forwards.
M TransmissionData.nNumberOfGears Number of gear change animations and sound effects to use.
N TransmissionData.fMaxVelocity The top speed.
